Introduction

Doctoral studies at the „Lucian Blaga” University of Sibiu are part of a long-standing tradition in high-performance education and scientific research. The prestige that both our teaching and scientific research activities enjoy is subsequent to the consistent implementation of two principles: the quality of the teaching and research activities and competitiveness. Studies at the LBUS offer doctoral candidates access to an academic environment that welcomes the diversity of opinions and openness, access to European programs in the field of postgraduate studies, as well as the possibility of working in high-performance research teams under the guidance of more than 52 doctoral advisors, within our 13 research fields.

About doctoral studies in Romania

In Romania, according to the Law of Education (no.288/2005), doctoral studies are the highest form of education and research. The above-mentioned law stipulates that Romanian educational authorities must certify all institutions organizing doctoral studies and all doctoral advisors. Doctoral studies are further regulated by a decision of the Romanian government (no.567/2005) who specifies that in Romania doctoral studies take two forms:

-Full time studies and part time studies, with a length of 3 years(4 years for medicine field), out of which 1 year for exams and 2 years (3 years for medicine field) for reports.

Candidates complete their degrees under the supervision of specialists in the respective fields of research, certified as doctoral advisor by the Romanian Ministry of Education and Research. The research topic and the aims of the project available for supervision are matched with the candidate's own preferences and background.

Doctoral studies at the LBUS lead to a doctoral degree (Ph.D. degree) in one of the following fields:

Requirements for completing a doctoral degree

Doctoral studies have two components, a general one consisting of the courses that one has to follow in order to complete his studies and an individual one, which is connected with the proposed subject of the doctoral thesis, consisting of specific exams to be passed and specific research reports to be presented and defended.In order to be awarded a Ph.D./doctoral degree one must fulfill the following requirements:

Passing 4 exams and presenting 4 reports. Reports are presented and defended in front of a commission whose members are specialists in the respective field.

Candidates who have completed all exams, reports and course must submit a thesis, which, in a public meeting, is evaluated by an officially appointed commission. The officially appointed evaluation commission proposes whether the candidate be awarded the title of “doctor” (Ph.D.) or not. Then, according to Romanian legislation, a dossier containing the required documents and a copy of the thesis are sent, to the National Council for Attestation of Academic Titles, Degrees and Certificates. Upon written confirmation by the above named institution the candidate will be awarded the doctoral degree.

The grading system states that candidates must obtain at least the grades good or very good in order to pass an exam (from the individual program or at the end of a doctoral course) or the presentation and defense of a report or the public defense of the doctoral thesis.

Admissions

The admissions policy of the LBUS is highly flexible and stands under the sign of competitiveness. Romanian applicants are admitted to doctoral studies at the LBUS if successful in the admissions contest, which is organized once a year. For international applicants the admission to doctoral studies is open all academic year. International doctoral students may develop their studies in a widely used modern language as well as in Romanian. Applicants from abroad must submit their request to the LBUS’s PhD Department.

In its admissions policy the LBUS does not discriminate on the basis of gender, color, religion, ethnicity, age or political orientation.

The documents required for application to doctoral studies are certified copies of the :

  • high-school graduation certificate,
  • university graduation degree,
  • postgraduate degree/master's degree,
  • birth certificate and marriage certificate (if the applicant's last name changed subsequent to marriage)
  • as well as a copy of the grade transcripts for the university studies at graduate level,
  • a curriculum vitae,
  • a list of publications,
  • a medical certificate (including the HIV test, only for international applicants),
  • four passport-size photos (only for international applicants) and
  • the application form (different for Romanian and international applicants).

Registration to the Passport Office

Registration with the Foreign Students Office

Foreign students who wish to study at universities in Romania should register with the Foreign Students Office (Passport Office, Authority for Foreign Citizens), 4-6 Revoluţiei str.,Sibiu,tel.:0040-269-208205.
For studying at universities in Romania, foreign citizens should possess, when entering Romania, a studying visa obtained from the Romanian Embassy in their country.     

Important
This rule may except for the only EU citizens who are allowed to enter Romania without the visa stamp but who are required to get a temporary stay permit, from the Foreign Students Office, after 90 days since entering in Romania.

Visa Prolongation

The visa prolongation request should be submitted to the Foreign Students Office at least 30 days before the visa date expiring, otherwise foreign students are subject to fines. Foreign students may request a visa prolongation if they are in one of the following situations:

-Being enrolled in a public or private accredited education institution

- Submitting the proof of having paid the tuition fees for the whole academic year

- Submitting the proof of having USD 250 funds per month on his bank account for the whole period the visa will be prolonged.

The visa can be prolonged with maximum 90 days after university graduation .

If the student didn't succesfully complete a year of study through his own fault, the Foreign Students Office may not prolong his/her visa

The Authority for Foreign Citizens may not change the visa type (for studying, for business etc.), it may only prolong it.

In order to prolong their visa, the students also need two passport sized photos and a fill-in-form to be found at the Passport Office. The visa fee for self-financing students amounts to 60 $ for the period the tuition fees have been paid.

Foreign students who want to enroll in the Lucian Blaga University of Sibiu have two choices:

-  To submit their documents to the Ministry of Education and Research Romania from Bucharest

- To submit their documents directly to the Lucian Blaga University of Sibiu

Admission through the Ministry of Education and Research

Foreign students coming to study to Romania, both the ones wanting to get a Romanian Government scholarship and the ones paying their school fees, must contact the Department for Student Mobilities within the General Office for International Relations (str. Spiru Haret nr. 12, Bucuresti, Tel/fax: +401/3.13.10.13).

Romanian embassies from abroad can give more information about admission to Romanian universities.

Through its above-mentioned department, the Ministry of Education and Research ensures:

The equivalance of the studies attended in the native countries in accordance with the conventions which Romania is a part of the financial conditions which students have to fulfill

The distribution of students at institutions of higher education according to their specialization and university

Counselling students who need to go through a medical exam before being admitted

Documents required for application to undergraduate and graduate studies:

Certified copies of the following documents translated in Romanian/ English/ French/ German language:

- High-school graduation diploma/ Bachelor's Degree diploma

- The transcripts of records for the high-school studies / undergraduate studies

- Birth certificate

- Marriage certificate (if the applicant's last name changed subsequent to marriage)

-  Medical certificate (including the HIV test)

- Four passport-size photos

Application form

They must be submitted to the Department for Student Mobilities within the General Office for International Relations (str. Spiru Haret nr. 12, Bucuresti, Tel/fax: ++40/13.13.10.13).

Important:
Before registration, all documents are checked in order to make sure that they are valid. PhD Students must also submit the original documents, recognized by the Ministry or the Romanian embassies/consulates from abroad. If the study documents are elaborated in an international language, they no longer have to be translated into Romanian; their certification will do.

Foreign PhD students who have enrolled through the Ministry will contact the PhD Department from the Lucian Blaga University of Sibiu (550024, Sibiu, Blv. Victoriei no. 10, phone & fax: +40-269-236207, where they will submit the following documents, before each August 30:

-The Order of the Ministry of Education and Research

-Bank receipt proving the payment of fees

-A passport-size photo

-The passport

Enrollment directly to Lucian Blaga University of Sibiu

Foreign citizens who want to study at Lucian Blaga University of Sibiu must contact the PhD Department of the LBUS for details concerning tuition fees and accomodation costs. They must also submit the documents stipulated in the chapter Documents Necessary for Enrollment.

Enrollment Conditions

Foreign citizens can enroll in Romanian universities as self sponsored PhD students without having to pass an admission exam. Doctoral students need the scientific coordinator's agreement.

Tuition Fees

The fees are to be paid at the Romanian Commercial Bank Sibiu. PhD Students will go to the bank after having received the invoice issued by the Accounting Department of Lucian Blaga University.

For PhD Studies

a) full-time studies

340 USD / month (380 USD / month for medicine field)

b) part-time studies

340 USD - registration fee (380 USD for medicine field)

340 USD - for each exam and dissertation (380 USD for medicine field)

845 USD - for the doctoral thesis (995 USD for medicine field)

Important: The above-mentioned fees do not include board and lodging costs. The academic management can change these fees. For more precise information, students can contact the PhD Department.

Admission for Romanian Ethnic Foreign PhD Students

They have two possibilities:

They may enroll in Romanian universities and pass an admission exam just like any Romanian student.

They may enroll in Romanian universities without passing an admission exam if:

-they hold a scholarship granted by the Ministry of Education and Research

- they are Ministry of Foreign Affairs scholarship holders

- they hold a scholarship granted by international foundations or organizations

- they pay for their school, board and logding

Important: Foreign citizens of Romanian origin can benefit from a 33% tuition fees reduction. They must contact the Consular Department of the Ministry of Foreign Affairs or the Romanian embassy in their country.
